UL Ext: Positions the cursor relative to the current row.

The number of rows to move. Negative values correspond to moving backward.
True if successful, false otherwise. For example, the method fails if it positions beyond the first or last row.
A SQL error occurred.
If the row does not exist, the method returns false, and the cursor position is after the last row (the ULDataReader.IsEOF
method) if offset value is positive, and before the first row (the ULDataReader.IsBOF method) if the offset value is negative.
